Universiti Malaya Funding for International Students

Scholarships are subject to terms & conditions, eligibility rules, intake cycles, and limited quotas. This section lists international-applicant funding routes that are publicly published by official bodies.

Malaysia International Scholarship (MIS)

Published by Malaysia’s Ministry of Higher Education (MOHE) — supports study in listed Malaysian universities (including UM)

What it is (official, international-focused)

MIS is an international scholarship published under MOHE for full-time postgraduate studies (Master’s / PhD) in Malaysia.
Applicants must be from the recipient countries list for the MIS year (see “Recipient Countries” tab).
MIS supports study at Malaysian public universities and selected private higher education institutions listed under MIS (UM is included).
Application is cycle-based (opens/closes by intake year), so always check the official portal for the current cycle status.

Important note

This page only lists requirements that are explicitly published by MOHE in the MIS guidelines. Final selection depends on MOHE assessment and compliance with current-cycle instructions on the official portal.

Eligibility criteria (as published in MIS Guidelines)

Level of study

Master’s degree or Doctor of Philosophy (PhD) — full-time only.

Age limit

Master’s: not more than 40 years old at time of application.
PhD: not more than 45 years old at time of application.

Academic requirement

Master’s: CGPA 3.00 / 2nd Class Upper (Honours) or higher at Bachelor’s level.
PhD: CGPA 3.00 / excellent results at Master’s level (related field).

English proficiency

IELTS 6.0+ OR TOEFL (PBT) 550+ OR official letter confirming English medium instruction for previous degree(s).

Research proposal rule

Master’s by Research and PhD applicants must submit a written research proposal with a minimum of 1,000 words, relevant to intended field of study.

Tuition fees	Tuition fees for the entire sponsorship period are paid directly to the university upon invoice issuance to MOHE by the university.
Living allowance	Monthly living allowance of RM 1,500.00 per month, paid every semester upon submission of scholars’ progress report to MOHE.

Areas of study note

MOHE states applicants may apply for any accredited courses, with priority areas listed in the MIS guidelines (including ICT, engineering, business, social sciences, etc.). For “Health and Welfare”, the MIS guideline notes it is not including medicine, nursing and pharmacy.

How to use MIS (practical + safe)

Check the official MIS online system for the current cycle status (open/closed) and download the current-cycle guidance.
Confirm you are applying for postgraduate full-time (Master’s/PhD) and that your target university is on the MIS supported list (UM is listed).
Prepare the required documents in PDF (certified copies where required) before the cycle opens to avoid delays.
If you already have a Malaysian university admission letter (or are currently studying under an eligible institution), include it as part of the submission as required by the guideline.

Certified copy of passport (biodata page) as evidence of nationality (minimum 6 months validity).
Certified copy of academic transcript(s) (Bachelor’s transcript; and Master’s transcript for PhD applicants), including grade system explanation if transcript does not show CGPA/marks/percentile.
Certified copy of English proficiency result (IELTS/TOEFL) OR official letter confirming English as medium of instruction for obtained degree(s).
Letter of recommendation from two (2) referees.
Admission letter to Malaysian university (if currently pursuing postgraduate studies or if already secured admission).
Curriculum Vitae (CV).
Research proposal (Masters by Research and PhD applicants only).

Documents must be in English; if not, certified translated copies are required (per MIS guideline).

MIS 2025 welcomes applicants from: ASEAN countries, Commonwealth countries (CPA regions listed), and additional named countries/regions published in the guideline.
